The Economy Minister Luis de Guindos said this morning that a new VAT increase "is not at all on the table", despite the recommendations made this year the Organization for Economic Cooperation and Development. Guindos admitted that the Government had taken "crack" this year, but stressed that the tax increases were necessary to maintain the welfare state. Guindos gave an interview on ABC Punto Radio in which he denied a lowering of social contributions for next year because "the situation does not allow it."
The minister also referred to the request for a bailout to Brussels, to be added for the aid to the financial system in June, and has said that, at present, is not in the Government's plans. Still, he did not rule that the government can use in the future to help the European Central Bank (ECB), but rejected the possibility of "a bailout for Portugal."
"The government's interest is that of the Spanish economy," said Guindos, but has left open the possibility of doing so in the future "according to what is most appropriate" for the country. Guindos said that, should this request for assistance, it would be an ECB intervention in the bond markets to reduce financing costs in Spain, as happened between August and December last year, when the agency bought Spanish debt. Guindos said that would not be in any aid received as Portugal or Ireland.
The minister argued that "Spain does not need a bailout, but eliminate the uncertainties on the euro", highlighting the improvement in the markets following the recent agreements on Greece, on the ECB's intervention and the establishment of a supervisor single European banking in 2014.
Spain "is in the path of correction" of economic problems, according Guindos. The minister reaffirmed that are "signs" that leave encouraging perceive "that the future will be better than the present." To do this, considered fundamental "restore confidence to succeed" by the measures that have been implemented during 2012 to "correct the excessive level of debt, excessive government spending or the problems of financial institutions."
Regarding this last point, Guindos defended the purchase of Banco de Valencia by Caixabank, which left for the symbolic price of one euro combined with an injection of 5,500 million euros of public money. The minister said that the fate of the company was resolved "at the lowest possible cost", since a settlement "would be much more costly to the taxpayer."
