The electricity tariff of last resort (TUR) will rise on 1 January at around 3%, after the energy auction held today has proved higher, with an increase of 6.9%, and the Government has decided freeze access fees. Along with this increase in the rate, as of January, users with contracted power from 3 to 10 kilowatts, except those covered by the social bond that exceed by more than 10% certain media consumption could suffer expensive surcharges to your bill between 1% and 8%.
The energy cost is about half of the LRT, which are welcomed 17 million households and SMEs, while the other half is the access fees, which are charged with the regulated costs as transportation, distribution, aid to the coal or renewable premiums. As it did in October, the government has decided to freeze the access fees with the intention that the evolution of the TUR, which is reviewed quarterly, dependent solely on the results of auctions that determine the cost of energy, called Cesur.
The auction held today ended with a price for the base product of 54.18 euros a megawatt hour (MWh) and 61.14 euros for the end product, representing increases of 10 and 12.7%, respectivamnte , compared to the previous quarter. In total, it has auctioned a base load of 3,000 megawatts each quarter hour and 345 megawatts of peak load for each hour between 08.00 and 20.00 hours, except Saturdays and Sundays.

After applying certain adjustments related to concepts such as service settings, pointing, capacity payments, loss or risk premium, these lower prices will result in an energy encareciiento 6.9%, according to industry sources. Since July 2009, the LRT is the only electricity tariff set by the Government and it is accessible only to users with contracted power at or below 10 kilowatts. Throughout 2012, the TUR rose in April (4%) and July (7%), while in October fell 2.4%, a reduction that was overturned by the VAT increase in September (from 18% to 21%). Also, these concepts must be added the rebills derived from the judgment of the Supreme Court that forced upward revision and consumption retroactively from October 2011.
Throughout the year, the government has promoted three regulatory changes to end the tariff deficit, a hole of 24,000 million euros generated because revenues are obtained via energy bill are not sufficient to cover all costs which is intended to compensate them. The last of these initiatives, involving the creation of seven energy taxes, received on Thursday the approval of Congress with the only votes of the PP and the rejection of power, both traditional and renewable, and much of the industry, which predicts that companies will move their prices the new levies what they less competitive.
The deficit is generated since 2000, when the government decided not to light up in the proportions necessary to cover all costs to the system and create a debt for the difference with the power that users should pay for 25 years. He expects that the measures taken the tariff deficit will stop generating in 2013, the year in which reform the sector so that the price of light reflecting only the cost of generating, transporting and distributing electricity and other concepts. These other costs include premiums for renewables, the extra supply to the islands, aid to coal, nuclear moratorium or interest by the accumulated tariff deficit.
