Andalusian Parliament condemns the events of LaayouneThe House calls for "vigilance against human rights violations in Western Sahara"COUNTRY - Sevilla - 11/11/2010
The Andalusian Parliament today adopted a tough institutional statement on the events in Western Sahara. The statement is signed by the three parliamentary groups of the House: socialist, popular and Izquierda Unida. The note "urges the Spanish government and set of institutions to maintain a vigilant stance guarantees and human rights violations in Western Sahara." Members of the United Left have returned today from their seats show posters with the caption: "Justice for the Saharawi people."
Parliament's statement reads as follows:
"Given the grave situation that has been generated by the response that the Moroccan authorities have conducted a peaceful protest against the Sahrawi people for thousands camping near the city of El Aaiun (Western Sahara), and that caused the total destruction of the camp with an unconfirmed number of deaths and hundreds of wounded, the Andalusian Parliament adopted the following corporate statement.
The Parliament of Andalusia:
1. Shows its deep concern over the serious situation described above and requests the opening of an independent inquiry into what happened and the purification of responsibilities, where appropriate.
2. Solidarity with the victims of this attack and their relatives.
3. Urges the Moroccan authorities scrupulous respect for human rights in all its activities in Western Sahara.
4. It condemns the attacks suffered by Spanish journalists who reported on the status of Laayoune.
5. Reiterates its commitment to the denunciation of the situation facing the people of Western Sahara and the vindication of their civil and political as well as their desire for an early resolution of the Saharan conflict within the framework of UN resolutions.
6. Urges the parties to reach an agreement within the framework of ongoing discussions, avoiding actions that may interfere with the normal development of the negotiations.
7. Supports the work of the Personal Envoy of the Secretary General of the United Nations Christopher Ross in search of a just, lasting, to consider all options and with the agreement of the parties to resolve the last process of decolonization in Africa: Sahara West.
8. Is convinced of the need to maintain permanent international observers in the occupied territories and encourages both civil society organizations and institutional charges to follow in reporting violations of human rights.
9. Urges the Spanish government and set of institutions to maintain a vigilant stance guarantees and human rights violations in Western Sahara, and to intensify diplomatic efforts are necessary to end the current incidents of Laayoune, so that prevent new victims.
10. Urges the Spanish government to lead and engage more strongly in the framework of the United Nations seeking a just and democratic solution that respects the right of self determination for the Saharawi people. "
The statement will be sent to the Prime Minister of Spain, the Ministry of Foreign Affairs, the Moroccan Embassy in Spain, the Polisario Front delegation in Spain and Secretary General of the United Nations.
