The United Nations General Assembly this afternoon adopted the first international treaty on arms trade with 154 votes in favor, 3 against (Iran, North Korea and Syria) and 23 abstentions, including Russia.
Last week, Iran, North Korea and Syria blocked the adoption of the Treaty. After seven years of arduous negotiations and two weeks of marathon sessions at the UN headquarters in New York, three countries-Iran and North Korea with arms embargoes of the UN, and Syria in its third year of a conflict that is civil war-abducted at the last moment the long process of trying to regulate international trade in conventional arms, a business that moves every year 70,000 million.
To be approved, the text should be voted on today by a simple majority. Each country will now be free to sign or ratify the treaty. The agreement will enter into force after ratification by at least 50 countries, a process that could take up to two years, according to diplomatic sources.
The document will require ratifying nations to review all contracts to ensure that weapons sold weapons will not be used in embargoed countries that abuse human rights, and which violates international humanitarian law.
The treaty aims to prevent conventional weapons are used in attacks on civilians or civilian buildings housing such as schools and hospitals. The treaty includes tanks, armored vehicles and combat aircraft, systems large caliber artillery, attack helicopters, warships, missiles and missile launchers and small arms.
The missed opportunity last week was huge and frustration reigned among government delegations and civil society organizations who have spent years giving this battle that only countries can trade weapons that meet human rights standards.
United States-largest arms supplier in the world, had said after last Thursday's meeting that the draft contained "the text aims to achieve a strong, balanced and applicable prohibitions would increase common standards for regulating international trade in conventional weapons . "Russia, which abstained, had recognized that the text was" omissions "and" questionable "clauses, such as the lack of control of arms transfers to rebel groups.
India had also left doubts about his voting plan Tuesday. Moscow, one of the largest exporters of weapons, complains that the text does not specifically cover arms transfers to non-state actors, such as Chad rebels and the armed opposition Syrian. India, one of the biggest buyers of arms, also harshly criticized the text.
