The Immigrant Welcome Centre of the Catholic organization Caritas has in Rabat is not a hospital but many days it seems . I looked. Last week temporarily closed its facilities, overworked and to draw attention of the authorities to their plight . Since late 2013, when the Moroccan government announced its new policy of regularization of undocumented migrants and failed to apply to the wild expulsions of irregular especially those for transfer to Algeria to cities , Rabat is saturated. Platform on Immigration , which includes eight major humanitarian organizations , met again yesterday to give the alarm , claiming some solution to the governments concerned and announce upcoming initiatives . The phenomenon of the influx of immigrants to Rabat is far from slow.
The Platform for Immigration had claimed on 25 March to Morocco , Spain , the Advisory Council on Human Rights to the UN and some urgent solution and respect national and international law before the immigration pressure who are suffering Ceuta and Melilla since late 2013. He has received no response. On Tuesday , NGOs cite again in Rabat and agreed to reiterate their complaints and demands. Give a joint press conference on April 17 to announce new industrial action , but before some of them have wished to draw attention to its shortcomings .
The most striking case was that of Caritas . Already in the news last week demanded the Catholic organization health authorities in Rabat and northern Morocco were aware of their limits as to who might be paying attention . And stressed that it had no technical or human means prepared to give these services. Especially children .
Caritas figures
■ Caritas Rabat has recorded more than 16,000 hospitality at its day center since 2005. A ratio of between 100 and 150 per day on average.
■ This volume began to grow significantly in October, when 179 people attended compared to 171 the previous year. In November were 217 compared to 144 (50 % increase ) and in December they burst: 382 compared to 179 (113 % increase ) .
■ Prior to its closing week, on March 24 , accounted arrival in Rabat 48 displaced by police on Monday, 101 on Tuesday and 105 on Thursday . Wednesday is the day of closing. About 60 were injured.
Those responsible Caritas in Rabat have developed an internal document sent to his Archbishop, Vincent Landel , with data to explain the severity of the crisis. And they put date . Before last October influxes of immigrants towards Ceuta and Melilla are also produced , and there was violence in the vicinity of the fences , and wounded. But the police are not walking with many contemplations and expelling immigrants , especially to Algeria Oujda . Then the internal political situation changed.
The Moroccan government also pressured by Spain , announced that it would launch the first process of regularization of an African country and stopped sending detainees to irregular around both Spanish autonomous cities to the Algerian border and started to move them mass to big cities and particularly to Rabat manner. Arrivals to the capital increased and the host of Caritas went from serving 179 people in October ( figure slightly higher than in 2012) to 382 last December ( up 120 %).
The center was designed for something else. It has about 25 employees ( volunteers ) and should be dedicated to serving an average of 100 people a day but to offer psychological , social and health orientation. The March 24 decided to close . It was packed and looked like a hospital. The previous week had appeared almost 300 more irregular , displaced by the police from the north in buses , which leave hove station . Between 40 and 60 came with injuries, many serious for damages of concertinas . Six were taken by ambulance to hospital. Caritas reported Tuesday that on the night of Friday to Saturday arrived in Rabat six buses with another 400 people.
Morocco, meanwhile, gives steps but with many limitations. The Minister of Immigration Affairs related , Anis Birou , just last week announced new measures to better integrate immigrants into their society to be a possibility of not only shelter and transit : asylum , the inclusion of children in public schools, job training for adults and access to health care . Humanitarian organizations seem to value these efforts but will , under present circumstances , very vague and generic .
