La central nuclear de Garoña fue inaugurada por Franco en 1971, está totalmente amortizada desde hace años, y es una central nuclear obsoleta, aquejada de graves problemas de seguridad. Su permiso de explotación termina en julio de 2009. Sin embargo, en su afán de obtener más beneficios, la compañía propietaria Nuclenor (Endesa 50%-Iberdrola 50%), ha pedido una prórroga de otros 10 años para la central. El Ministerio de Industria y el Consejo de Seguridad Nuclear (CSN) pretenden alargar la vida de la central nuclear de Garoña durante 10 años más. Con ello alcanzaría una vida útil de 48 años, pero se agravaría el riesgo de accidente nuclear por los graves problemas de seguridad que aquejan a esta vieja central nuclear.
Las organizaciones ecologistas han recordado reiteradamente al Presidente Zapatero su promesa electoral de cierre progresivo de las centrales nucleares, y denunciado la actitud pronuclear del Ministro de Industria, Miguel Sebastián, que es contraria al compromiso electoral adquirido por el PSOE.
Durante el año 2008 la producción de electricidad de Garoña fue de 4020,91 GWh, una cantidad irrisoria si consideramos, por ejemplo, las exportaciones netas de electricidad alcanzaron los 11.221Gwh, o los 31.102 Gwh que aportó la eólica.
Garoña, conocida como la "central de las mil y una grietas" por los graves problemas de seguridad que afectan a diversos componentes de la vasija del reactor, en una demostración evidente del agotamiento de su vida útil, es una central que, desde el punto de vista de la seguridad, está “fuera de normativa”.
Sufre un proceso de agrietamiento múltiple por corrosión que afecta a diversos componentes internos de la vasija del reactor (ésta es el verdadero corazón de la central nuclear, ya que alberga el combustible de uranio: el núcleo), motivo por el cual la seguridad de esta instalación se encuentra seriamente comprometida. Este problema afecta ya al 70% de los tubos que atraviesan la vasija del reactor y por los que pasan a su interior las barras de control, que son el "sistema de frenado" de la reacción nuclear. Este agrietamiento empeora irreversiblemente con el tiempo, según ha reconocido el propio Consejo de Seguridad Nuclear ante el Parlamento.
Por todo ello instamos al Presidente Zapatero y a su Gobierno a que no renueven la licencia de explotación y se proceda al cierre definitivo de la Central Nuclear de Garoña.

Por ello y porque usted ha prometido un calendario de cierre de las nucleares, promesa que no ha cumplido, le insto a tomar las medidas que sean necesarias para no renovar dicho permiso y proceder al cierre definitivo de la instalación. Con ello no sólo evitará asumir la responsabilidad de los accidentes que pudieran ocurrir en la central, sino que fortalecerá su credibilidad política. Garona nuclear plant was inaugurated by Franco in 1971, is fully repaid for years, and is an obsolete nuclear plant, suffering from serious security problems. Its operating license expires in July 2009. However, in an effort to make more profit, the company that owns Nuclenor (Endesa-Iberdrola 50% 50%), has requested an extension of another 10 years for the plant. The Ministry of Industry and the Nuclear Safety Council (CSN) are intended to extend the life of the Garona nuclear plant for 10 years. This would achieve a lifespan of 48 years, but would worsen the risk of nuclear accident at the serious security problems that plague this old nuclear power plant.
Environmental organizations have repeatedly reminded the President Zapatero his campaign promise to phasing out nuclear power, and denounced the attitude pronuclear the Minister of Industry, Miguel Sebastian, which is contrary to election commitment acquired by the PSOE.

Therefore we urge President Zapatero and his Government not to renew the operating license and proceed with the decommissioning of the nuclear power Garoña.

Mr. Prime Minister:The July operating permit expires the old, damaged and therefore dangerous Garona Nuclear Power Plant.
