El director general de la Policía Nacional, Ignacio Cosidó, ha anunciado esta mañana en Barcelona que aumentará la presión sobre los clientes de servicios de prostitución "hasta hacerla insoportable", dentro de una segunda fase del plan contra el tráfico de seres humanos presentado junto con el ministro del Interior, Jorge Fernández Díaz. Esta segunda fase del plan, con el lema en castellano "Con la trata no hay trato", hará hincapié en reforzar la prevención y concienciación de todos los ciudadanos y, especialmente, de los clientes potenciales de los servicios.
"Los objetivos son muchos y ambiciosos, como exige esta lacra contra la que nos enfrentamos", afirmó el ministro, que ha cifrado en cinco millones de euros los que mueve diariamente en España el tráfico de personas.
Fernández Díaz ha insistido en que, en esta nueva fase del proyecto, intentarán convertir a España en un referente internacional en esta lucha, al igual que lo es, en su opinión, en materia de seguridad, después de que la oficina de estadística de la Unión Europea haya situado a España como el tercer país con la criminalidad más baja de Europa, recordó. El titular de Interior ha añadido que una de las herramientas con las que contarán los cuerpos y fuerzas de seguridad para erradicar el tráfico de seres humanos será la futura ley de seguridad ciudadana, que sancionará administrativamente los clientes que soliciten servicios sexuales cerca de los lugares destinados al uso para menores, como centros educativos, parques infantiles .... Fernández Díaz, que en todo momento ha hablado de sancionar a los clientes, no las prostitutas, anunció también que se multarán los que reclamen servicios a las carreteras. Esta medida se parece a la normativa que el Gobierno de la Generalitat puso en vigor en 2012 y que intenta eliminar la prostitución en los márgenes de las carreteras que son titularidad del Gobierno catalán. En el caso de Cataluña hay que destacar que se imponen denuncias tanto a los profesionales como a los clientes.
Cosidó ha presentado el balance de la primera fase del plan puesto en marcha en abril de 2013, que acabó con 1.450 detenidos en 462 operaciones, con 11.751 víctimas potenciales y 22.777.475 euros intervenidos.
En cuanto a la nacionalidad de las víctimas, el primer lugar lo ocupa Rumania seguida por esclavas sexuales de nacionalidad española, colombiana, paraguaya y nigeriana.
El director de la Policía Nacional ha enviado un mensaje a todos los policías: "Sólo mirando las víctimas en la cara sabremos que este esfuerzo vale la pena".
Cosidó ha concretado que con esta segunda fase del plan intentarán hacer "un paso adelante" para combatir esta lacra, que aseguró que es una de las prioridades de la Policía Nacional al mismo nivel que el terrorismo y la violencia contra la mujer, por lo que pondrán especial énfasis en la prevención y visualización de las víctimas y los clientes.
Entre los objetivos propuestos por el director de la Policía está el de reducir la demanda de servicios sexuales no sólo ejerciendo presión sobre los clientes, sino destruyendo las redes de esclavitud sexual y "localizar todas las víctimas hasta que dejen de ser invisibles".
Además, potenciarán convenios internacionales en proyectos compartidos con Europol e Interpol. Cosidó ha destacado el grupo Santa Marta al que pertenece la Policía Nacional y que está impulsado por el mismo Vaticano.
La segunda fase del plan policial contra el tráfico de seres humanos con fines de explotación sexual dispondrá de fuertes campañas en los medios de comunicación y redes sociales para la prevención. Entre estas medidas hay mensajes de emergencia en los buscadores de Internet. El cliente que está buscando contactos sexuales por Internet recibirá un anuncio en la pantalla con la campaña impulsada por la Policía Nacional. En la prensa escrita se colocarán anuncios en las páginas de contactos, aumentará la formación en universidades a través de seminarios y también concienciación ciudadana para que se denuncien estas prácticas.
Finalmente, el ministro del Interior, Jorge Fernández Díaz, ha aprovechado la presentación del plan contra la esclavitud sexual para anunciar que los inmigrantes que quieran solicitar asilo político lo podrán hacer bien a los puestos fronterizos de Ceuta y Melilla.
