"Construction is zero." Eloy Dura, provincial president of the employers of the construction of Valencia (Fevec), has taken the harsh reality to the dramatic fall in public works tenders that reveal the latest figures from the Ministry of Development. The tendered works in the first quarter of 2012 by all government added 9.9 million euros, giving a fall of 92% over the same period last year. And 2011 was not exactly a booming year. "If 2011 was very tough this year will be even worse" in the words of Dura.
The collapse does not only affect the civil works. Visas for new housing signed by the College of Architects have fallen over 60% in the first three of 2012 over the previous year. Total new construction stamped surface is reduced by 24%, but the area for new residential buildings fell by 55%. A fall in addition to the resounding halt construction of housing that has persisted since late 2008.
The data also reveal Promoting a fall of 8% in housing prices, which reaches 12% in buildings more than two years old. And always the first quarter of 2011.

The National Statistical Institute offers another aspect of the same problem and notes that the number of mortgages on new homes has fallen by 48% over the first three months of 2011 and the total value of mortgages has fallen by 57%. Sold half of homes and much cheaper. The average value of the mortgages until March is 82,000 euros. Last year, touched the 100,000 euros.
One of the few options left to the builders is to go outside, said Dura, who has referred to two dozen small and medium construction companies trying to qualify for work in South America.
A move that illustrates the plight of the sector is the return to the fold of the developers. José Luis Miguel, president of the promoters of Valencia, has certified the integration of the employers in Fevec after 15 years apart.
Developers disassociated themselves from Fevec in 1997, when just beginning to inflate the housing bubble, because they did not feel comfortable in an employer which includes all construction-related jobs, from construction companies to painters or yesaires.
